Pursuant to the decision of the Banking Regulation and Supervision Agency (BRSA) dated 18 September 2026 and numbered 11572, the operating license of the Bank Mellat Central Tahran Head Office Istanbul Turkiye Branch (Bank Mellat) has been revoked within the scope of subparagraph (b) of the first paragraph of Article 71 of Banking Law No. 5411. The decision was published in the Official Gazette No. 33375 dated 19 September 2026. Following this decision, the liquidation process of Bank Mellat, whose management and supervision have been transferred to the Savings Deposit Insurance Fund (TMSF), has commenced and will be carried out by TMSF pursuant to Law No. 5411.
In accordance with the provisions of Banking Law No. 5411, following the payment by TMSF of the insured deposits held with Bank Mellat, TMSF will apply directly to the relevant court for the bankruptcy of Bank Mellat. If the court decides to declare the bank bankrupt, the bankruptcy liquidation process will be carried out. If the court does not declare bankruptcy, the voluntary liquidation of Bank Mellat will be carried out by TMSF, without being subject to the provisions of the Turkish Commercial Code No. 6102 dated 13 January 2011 concerning the dissolution and liquidation of joint-stock companies.
